What Is A Compost Toilet?

Is it a good idea to compost spoiled food, like meats?
If I bought a big outdoor composter bins would I be able to throw in all my perishable waste--even meat and dairy?
Never compost meats or grease. They putrify, they don't really compost. So you end up with stink, mad neighbors, all the skunks, cats, etc in the county coming to your compost. Same with dairy....think sour milk. Compost veggie matter...fruit , vegetables, plants, paper, and limited manure......no manure from meat eaters......so no dog poop, cat poop, tiger poop, no people poop, etc. Horse, sheep poop ok.
